Apr\u00e8s deux ann\u00e9es de baisse de plus de 5\u00a0%, les autorisations de logements s\u2019effriteront de &#8211;\u00a01,7\u00a0% . De m\u00eame qu\u2019en 2019, cette tendance d\u2019ensemble masquera des \u00e9volutions oppos\u00e9es entre segments. Les ventes de logements individuels ont progress\u00e9 d\u2019environ 5\u00a0% dans le diffus au cours de l\u2019ann\u00e9e 2019. Sous les hypoth\u00e8ses d\u2019un maintien du PTZ dans le neuf en zones B2 et C et d\u2019une absence de durcissement de l\u2019environnement macro-financier, les ventes des constructeurs de maisons individuelles resteront relativement stables en 2020. Compte tenu du d\u00e9calage habituel de quelques mois entre ventes et permis, le red\u00e9marrage de ces derniers, observ\u00e9 depuis le printemps 2019, se poursuivra en 2020 pour se lire \u00e0 +2,6\u00a0%, correspondant \u00e0 une hausse d\u2019environ 5\u00a0000 unit\u00e9s.<\/p>\n<p>Du c\u00f4t\u00e9 du collectif, sous les m\u00eames hypoth\u00e8ses que pour l\u2019individuel, les permis continueront de se replier en 2020 \u00e0 -5,3\u00a0%, rythme toutefois deux fois moins rapide qu\u2019en 2019. Ce ralentissement de la baisse r\u00e9sultera de la conjonction de trois facteurs\u00a0:<br \/>\n&#8211; le premier plut\u00f4t positif concerne la commande locative sociale. De fait, apr\u00e8s deux ann\u00e9es de contraction de l\u2019investissement des bailleurs sociaux, cons\u00e9cutive \u00e0 la mise en place de la large r\u00e9forme du financement subie par le secteur, les perspectives semblent un peu mieux orient\u00e9es pour 2020, avec notamment la mont\u00e9e en puissance de deux plans d\u2019accompagnement\u00a0: le PIV et le Plan logement 2 de la Banque des territoires. Par ailleurs, le secteur continuera de b\u00e9n\u00e9ficier de conditions de financement favorables, avec des taux d\u2019int\u00e9r\u00eat toujours au plus bas. De l\u2019ordre de 90\u00a0000 agr\u00e9ments de logements sociaux neufs seront alors enregistr\u00e9s en 2020\u00a0;<br \/>\ndeux facteurs n\u00e9gatifs:<br \/>\n&#8211; \u00a0la baisse des mises en vente sur le segment du collectif priv\u00e9 d\u2019environ 20\u00a0% observ\u00e9e en 2019, qui se traduit en baisse des intentions de mettre \u00e0 l\u2019\u00e9tude de nouveaux programmes immobiliers par les promoteurs \u00a0;<br \/>\n&#8211; la tenue des \u00e9lections municipales en mars 2020 qui risque de reporter de plusieurs mois l\u2019acceptation de nouveaux programmes immobiliers, donc la d\u00e9livrance de permis.<\/p>\n<p>L\u2019activit\u00e9 en am\u00e9lioration-entretien devrait en hausse de 0,9\u00a0% en 2020.<br \/>\nLe segment de la r\u00e9novation \u00e9nerg\u00e9tique des logements p\u00e2tira de la r\u00e9forme du CITE, et plus particuli\u00e8rement de l\u2019exclusion des m\u00e9nages les plus ais\u00e9s du dispositif, hors r\u00e9novations lourdes (et plus encore si ce dernier champ dispara\u00eet de la version finale de la Loi de finances pour 2020). De fait, ces m\u00e9nages, parce qu\u2019ils sont le plus souvent propri\u00e9taires de leur bien et disposent de quelques moyens pour financer le reste \u00e0 charge des op\u00e9rations, r\u00e9alisent aujourd\u2019hui la moiti\u00e9 du volume des travaux d\u2019efficacit\u00e9 \u00e9nerg\u00e9tique avec CITE. Toutefois, le choc se trouvera amorti au premier semestre par un surplus d\u2019activit\u00e9 li\u00e9 aux nombreuses prises de commandes avec acompte sign\u00e9es au cours du quatri\u00e8me trimestre 2019, afin de b\u00e9n\u00e9ficier du r\u00e9gime plus favorable du CITE. Au global, sur l\u2019ensemble de l\u2019ann\u00e9e 2020, la r\u00e9novation \u00e9nerg\u00e9tique des logements progressera modestement, de 0,6\u00a0% \u00e0 prix constants.<br \/>\nQuant aux autres travaux sur le logement, ils b\u00e9n\u00e9ficieront enfin du niveau historiquement haut des transactions dans l\u2019ancien r\u00e9alis\u00e9es depuis trois ans (964\u00a0000 en 2017, 965\u00a0000 en 2018 et plus d\u20191 million en 2019, cf. graphique 13). L\u2019Observatoire de la production de cr\u00e9dits immobiliers (OPCI) semble le confirmer avec un rel\u00e8vement progressif des cr\u00e9dits immobiliers pour travaux seuls depuis le printemps 2019, apr\u00e8s des ann\u00e9es de march\u00e9 d\u00e9prim\u00e9. L\u2019essor attendu des d\u00e9penses de consommation des m\u00e9nages \u00e0 des fins de travaux dans le logement (voir partie 2) aussi.
