{"id":105321,"date":"2020-12-22T13:57:47","date_gmt":"2020-12-22T12:57:47","guid":{"rendered":"https:\/\/batijournal.com\/?p=105321"},"modified":"2020-12-22T13:57:47","modified_gmt":"2020-12-22T12:57:47","slug":"plus-de-souplesse-dans-le-credit-immobilier","status":"publish","type":"post","link":"https:\/\/batijournal.com\/index.php\/plus-de-souplesse-dans-le-credit-immobilier\/105321\/","title":{"rendered":"Plus de souplesse dans le cr\u00e9dit immobilier"},"content":{"rendered":"<p>Lors de sa derni\u00e8re s\u00e9ance du 17 d\u00e9cembre 2020, le Haut Conseil de stabilit\u00e9 financi\u00e8re (HCSF) a constat\u00e9 le dynamisme de la production de nouveaux cr\u00e9dits immobiliers hors rachats et ren\u00e9gociations. Apr\u00e8s avoir baiss\u00e9 \u00e0 10,6 Md\u20ac en avril 2020 dans le contexte contraint de pand\u00e9mie et de confinement, la production (hors rachats et ren\u00e9gociations) a retrouv\u00e9 cet \u00e9t\u00e9 un niveau \u00e9lev\u00e9 et atteint des plus hauts historiques en septembre puis en octobre (19,0 Md\u20ac puis 20,2 Md\u20ac). La dynamique actuelle va au-del\u00e0 d\u2019un seul effet de rattrapage : le niveau mensuel moyen de la production depuis mars (15,2 Md\u20ac) reste certes en de\u00e7\u00e0 du niveau exceptionnel de 2019 (16,1 Md\u20ac) mais d\u00e9passe les niveaux moyens observ\u00e9s en 2017 (13,3 Md\u20ac) et 2018 (14,0 Md\u20ac).\u00a0Ce dynamisme est nourri par le maintien des taux d\u2019int\u00e9r\u00eat des cr\u00e9dits nouveaux immobiliers \u00e0 un niveau proche de leurs plus bas historiques, atteints fin 2019. Apr\u00e8s une courte p\u00e9riode d\u2019une hausse limit\u00e9e, \u00e0 partir de ce plus bas historique, de 24 points de base (pb) entre janvier et ao\u00fbt, les taux sont, depuis l\u2019\u00e9t\u00e9, \u00e0 nouveau orient\u00e9s \u00e0 la baisse (-2 pb depuis ao\u00fbt).<\/p>\n<p>Si la crise li\u00e9e \u00e0 la pand\u00e9mie de covid, et en particulier les deux confinements, ont affect\u00e9 le march\u00e9, il semble que le ralentissement de l\u2019activit\u00e9 du premier semestre a \u00e9t\u00e9 pratiquement rattrap\u00e9 \u00e0 la fin 2020, tandis que les dynamiques constat\u00e9es ces derni\u00e8res ann\u00e9es se prolongent. Sur le march\u00e9 de l\u2019ancien, apr\u00e8s les perturbations li\u00e9es au confinement, le nombre de transactions s\u2019est redress\u00e9 et est actuellement \u00e9quivalent \u00e0 celui de l\u2019an dernier. Parall\u00e8lement, la progression des prix se poursuit, \u00e0 un rythme toutefois moindre que celui qui pr\u00e9valait avant la crise sanitaire.<br \/>\nSur le march\u00e9 du neuf, la construction est orient\u00e9e \u00e0 la baisse depuis fin 2017. La crise sanitaire a probablement exacerb\u00e9 une tendance de fond tandis que les \u00e9ch\u00e9ances institutionnelles (\u00e9lections municipales) ont ouvert une nouvelle phase de concertation pr\u00e9alable au lancement de nouveaux projets. En mati\u00e8re de mises en chantier, la situation est moins n\u00e9gative : l\u2019activit\u00e9 se redresse, sans toutefois effacer la perte d\u2019activit\u00e9 du printemps. S\u2019agissant de la promotion, on observe une baisse des r\u00e9servations qui, compte tenu d\u2019un faible niveau des stocks et du nombre limit\u00e9 de projets en fin de d\u00e9veloppement, ne donne toutefois pas lieu \u00e0 une augmentation du nombre de logements propos\u00e9s \u00e0 la vente.<\/p>\n<p>Le Haut Conseil rappelle son objectif de pr\u00e9server des pratiques saines, conciliant un acc\u00e8s large au cr\u00e9dit et des conditions d\u2019octroi assurant la stabilit\u00e9 financi\u00e8re et la protection des m\u00e9nages. Sur la base de ces \u00e9l\u00e9ments, il a d\u00e9cid\u00e9 d\u2019ajuster sa recommandation sur les points suivants :<br \/>\n&#8211; la recommandation sera pr\u00e9cis\u00e9e pour confirmer qu\u2019elle ne fait pas obstacle aux rachats et ren\u00e9gociations de cr\u00e9dits d\u00e8s lors qu\u2019ils permettent de r\u00e9duire le taux d\u2019effort ou la maturit\u00e9 des cr\u00e9dits ; le regroupement de cr\u00e9dits rel\u00e8ve de la m\u00eame logique d\u00e8s lors que ces cr\u00e9dits ont \u00e9t\u00e9 octroy\u00e9s de mani\u00e8re ind\u00e9pendante ;<br \/>\n&#8211; les diff\u00e9r\u00e9s d\u2019amortissement dans une limite de 2 ans seront pris en compte pour int\u00e9grer les sp\u00e9cificit\u00e9s de certaines op\u00e9rations, notamment les ventes en l\u2019\u00e9tat futur d\u2019ach\u00e8vement et les contrats de construction de maisons individuelles ;<br \/>\n&#8211; compte tenu des pratiques constat\u00e9es sur le calcul du taux d\u2019effort, son mode de calcul fera l\u2019objet de pr\u00e9cisions compl\u00e9mentaires et la r\u00e9f\u00e9rence passera de 33 % \u00e0 35 % ;<br \/>\n&#8211; la marge de flexibilit\u00e9, concernant les nouveaux pr\u00eats pouvant s\u2019\u00e9carter des meilleures pratiques relatives \u00e0 la maturit\u00e9 et au taux d\u2019effort, sera port\u00e9e de 15 % \u00e0 20 % et sera davantage cibl\u00e9e sur la primo-accession.<\/p>\n<p>Pour Olivier Salleron, pr\u00e9sident de la FFB, <em>\u00ab Cette bonne nouvelle arrive \u00e0 point nomm\u00e9, alors que les m\u00e9nages ont besoin de soutien pour engager des op\u00e9rations en ce temps de crise.
