Les nombreuses annonces fiscales, pas toujours tr\u00e8s clairement d\u00e9finies pour certaines ont une influence sur les tendances du march\u00e9 de l&rsquo;immobilier. D&rsquo;un point de vue statistique, les prix ont baiss\u00e9 en moyenne de 0,6 % au troisi\u00e8me trimestre 2012 dans le continuum de la tendance observ\u00e9e depuis le d\u00e9but de l&rsquo;ann\u00e9e. Une attitude nouvelle est observ\u00e9e chez les vendeurs qui s&rsquo;inqui\u00e8tent des fluctuations de la fiscalit\u00e9 immobili\u00e8re. Ils doivent composer avec un march\u00e9 en apn\u00e9e, car les acheteurs retiennent leur souffle. Eux aussi attendent d&rsquo;y voir plus clair dans les annonces du Gouvernement. Par ailleurs le discours alarmiste sur la frilosit\u00e9 suppos\u00e9e des banques finit par d\u00e9courager des demandes de pr\u00eat. Selon Jean-Fran\u00e7ois Buet, pr\u00e9sident \u00e9lu de la FNAIM pr\u00e9vient \u00ab si l&rsquo;absence de visibilit\u00e9 se prolonge, ce ne sont pas 5 000 emplois qui risquent d&rsquo;\u00eatre perdus, mais plut\u00f4t 10 000 \u00bb.\u000b\u000bLes prix ont baiss\u00e9 de 0,6% au troisi\u00e8me trimestre par rapport aux trois mois pr\u00e9c\u00e9dents. Toutefois, ce chiffre cache une certaine disparit\u00e9 entre la province (-0,4%) et la r\u00e9gion parisienne (-1,1%). Ils devraient se maintenir au m\u00eame niveau que celui qu&rsquo;ils avaient atteint au deuxi\u00e8me trimestre 2007, avant que n&rsquo;\u00e9clate la crise financi\u00e8re. Le nombre de transactions devrait \u00eatre inf\u00e9rieur \u00e0 700 000, alors qu&rsquo;il avait atteint les 808 000 en 2011. La baisse est de 15% et ram\u00e8ne l&rsquo;activit\u00e9 au niveau de 2008.\u000b\u000bLa m\u00e9fiance des m\u00e9nages \u00e0 l&rsquo;\u00e9gard de la conjoncture immobili\u00e8re est persistante. Le moral ne parvient pas \u00e0 se relever de son point bas observ\u00e9 l&rsquo;an dernier. Seuls 20% des Fran\u00e7ais consid\u00e8rent que la conjoncture est favorable \u00e0 l&rsquo;achat (deux fois moins que fin 2011). Parall\u00e8lement, 14% seulement, estiment que la conjoncture est favorable \u00e0 la vente (contre 33% en juin 2011). La d\u00e9saffection porte sur l&rsquo;investissement locatif et sur l&rsquo;achat de r\u00e9sidences secondaires. Toutefois, un gros tiers (35%) estime toujours que le moment est bon pour acc\u00e9der \u00e0 la primo accession (mais ils \u00e9taient pr\u00e8s de 50% d\u00e9but 2011). Si les particuliers jugent les taux attractifs, ils n&rsquo;en per\u00e7oivent pas les bienfaits au niveau de l&rsquo;obtention des pr\u00eats. Pr\u00e8s de la moiti\u00e9 des personnes interrog\u00e9es (44%) tablent sur une stabilit\u00e9 des prix au cours des six prochains mois. Comme l&rsquo;an dernier, 41% jugent que les opportunit\u00e9s sont plus nombreuses aujourd&rsquo;hui qu&rsquo;hier et que les conditions sont r\u00e9unies pour r\u00e9aliser de bonnes affaires immobili\u00e8res. L&rsquo;absence de pression \u00e0 la hausse accro\u00eet le pouvoir de n\u00e9gociation des acheteurs. Pour autant, les vendeurs ne sont pas perdants, car les prix sont proches du meilleur niveau atteint au cours des dix derni\u00e8res ann\u00e9es (c&rsquo;\u00e9tait en 2007). Les taux d&rsquo;int\u00e9r\u00eat attractifs permettent de financer \u00e0 bon prix des op\u00e9rations. La dur\u00e9e plus courte des remboursements r\u00e9duit les co\u00fbts de financement, puisque la charge des int\u00e9r\u00eats est moindre. Il faut cependant trouver des solutions pour les primo-acc\u00e9dants, car ce sont eux qui disposent des ressources les plus faibles pour r\u00e9aliser leurs projets.
