Afin de participer\u000bpleinement \u00e0 l&rsquo;\u00e9laboration de cette \u00e9tape importante pour la construction neuve dans notre pays, Philippe\u000bPelletier, pr\u00e9sident du Plan B\u00e2timent Durable, a confi\u00e9 d\u00e8s fin 2011, \u00e0 Christian Cl\u00e9ret (Directeur G\u00e9n\u00e9ral de\u000bPoste-Immo) et Bernard Boyer (pr\u00e9sident de SUN BBF et de S2T) la co-pr\u00e9sidence d&rsquo;un groupe de travail d\u00e9di\u00e9\u000b\u00e0 la r\u00e9flexion sur le b\u00e2timent responsable \u00e0 l&rsquo;horizon 2020-2050 (RBR 2020).\u000b\t\t\t\t\tLe groupe de travail publie son troisi\u00e8me rapport dont la r\u00e9daction s&rsquo;est inscrite dans une volont\u00e9\u000bde concr\u00e9tiser le travail accompli afin de mettre en mouvement tous les acteurs au plus vite dans la d\u00e9marche\u000bb\u00e2timent responsable 2020. Il plaide pour l&rsquo;\u00e9laboration d&rsquo;un ou de labels et indicateurs de performance du b\u00e2timent de\u000bdemain. Il pr\u00e9sente alors quelques lignes directrices qui sont des orientations sur des th\u00e9matiques cl\u00e9s du\u000bb\u00e2timent responsable 2020.\u000b\t\t\t\t\tCes lignes directrices se regroupent en trois grands piliers de r\u00e9flexion :\u000b\u000b\t\t\t\t\t1. Elargir le champ de vision au-del\u00e0 de l&rsquo;efficacit\u00e9 \u00e9nerg\u00e9tique : se pr\u00e9occuper non seulement de\u000bl&rsquo;\u00e9nergie positive, mais aussi du lien entre le b\u00e2timent et le territoire, et d&rsquo;autres crit\u00e8res tels que le cycle de\u000bvie, l&#8217;empreinte carbone, la biodiversit\u00e9, la sant\u00e9 et le confort ;\u000b\u000b\t\t\t\t\t2. Concilier une logique de passages oblig\u00e9s et une logique d&rsquo;incitation et de mobilisation, afin de\u000bpouvoir embarquer chaque acteur selon son rythme et ses moyens. C&rsquo;est ainsi que le groupe pr\u00e9conise que\u000ble(s) futur(s) labels puissent se doter d&rsquo;un socle d&rsquo;indicateurs \u00ab obligatoire \u00bb et de champs pouvant donner lieu,\u000b\u00e0 l&rsquo;avenir, \u00e0 des d\u00e9veloppements compl\u00e9mentaires.\u000b\u000b\t\t\t\t\t3. Optimiser la mesure de la performance \u00e9nerg\u00e9tique \u00e0 travers des tests et des indicateurs pr\u00e9cis.\u000b\u000b\t\t\t\t\tAu-del\u00e0 de ces lignes directrices approfondies dans le rapport, le groupe de travail attire l&rsquo;attention de la fili\u00e8re\u000bsur l&rsquo;importance d&rsquo;approfondir deux sujets essentiels que sont la question de l&rsquo;optimisation du co\u00fbt\u000b\u00e9nerg\u00e9tique gr\u00e2ce \u00e0 un signal prix adapt\u00e9 et celui de l&rsquo;innovation dans les mesures de performance.\u000b\u000b\t\t\t\t\t\u00ab Faire avancer \u00ab simultan\u00e9ment et en coh\u00e9rence \u00bb l&rsquo;efficacit\u00e9 \u00e9nerg\u00e9tique du b\u00e2ti, le d\u00e9veloppement des ENR,\u000ble maillage et l&rsquo;interconnexion des r\u00e9seaux \u00e9nerg\u00e9tiques, les utilisations \u00ab branchables \u00bb des ENR (transport par\u000bexemple), les stockages, et les technologies de gestion et d&rsquo;\u00e9change, voil\u00e0 notre imp\u00e9ratif \u00bb, synth\u00e9tise Bernard\u000bBoyer.\u000b\u000b\t\t\t\t\tPour Christian Cl\u00e9ret, \u00ab nous vivons une formidable mutation \u00e9conomique et industrielle.
