Pratiquement, toutes les copropri\u00e9t\u00e9s seront un jour o\u00f9 l&rsquo;autre confront\u00e9es \u00e0 des enjeux de r\u00e9investissement lourd, et d\u00e8s maintenant, 15% du parc de copropri\u00e9t\u00e9s pourrait \u00eatre concern\u00e9 par un processus de d\u00e9qualification. Dominique Braye propose deux s\u00e9ries de mesures. Elles permettent d&rsquo;une part d&rsquo;agir sur le cadre g\u00e9n\u00e9ral pour renforcer l&rsquo;aspect collectif, la gestion d&rsquo;un patrimoine commun, en cherchant \u00e0 faire mieux co\u00efncider les \u00ab temps \u00bb des copropri\u00e9t\u00e9s et des copropri\u00e9taires et d&rsquo;autre part d&rsquo;am\u00e9liorer l&rsquo;action publique sur les copropri\u00e9t\u00e9s fragiles ou en difficult\u00e9. Les enjeux prioritaires sont \u00e0 la fois l&rsquo;information des copropri\u00e9taires et l&rsquo;incitation \u00e0 lancer les travaux n\u00e9cessaires, la pr\u00e9vention des difficult\u00e9s, ainsi qu&rsquo;une meilleure utilisation des outils existants pour aider les copropri\u00e9t\u00e9s en difficult\u00e9 ou en situation tr\u00e8s critique. Pour ces derni\u00e8res, des dispositions particuli\u00e8res devront parfois \u00eatre prises.\u000b\u000b<b>Un plan national \u00ab copropri\u00e9t\u00e9s \u00bb<\/b>\u000b\u000bDominique Braye souhaite que soit engag\u00e9e une action d&rsquo;ensemble afin de pr\u00e9venir le d\u00e9veloppement des copropri\u00e9t\u00e9s en difficult\u00e9 et de traiter de mani\u00e8re coh\u00e9rente et compl\u00e9mentaire les diff\u00e9rents stades de leur d\u00e9qualification. La coordination avec une intervention urbaine plus large s&rsquo;av\u00e9rera dans certains cas n\u00e9cessaire. Pour le pr\u00e9sident de l&rsquo;Anah, \u00ab il faut combiner des outils d&rsquo;ordre l\u00e9gislatif, op\u00e9rationnel et financier \u00bb, ce qui implique la mise en oeuvre d&rsquo;un v\u00e9ritable plan copropri\u00e9t\u00e9s de longue dur\u00e9e.\u000b\u000bCe plan doit reposer sur une loi qui permettra l&rsquo;\u00e9volution du cadre g\u00e9n\u00e9ral des copropri\u00e9t\u00e9s, avec trois mesures embl\u00e9matiques :\u000b\u000b1. Une meilleure information des copropri\u00e9taires au moment de leur acquisition, gr\u00e2ce \u00e0 l&rsquo;affichage des charges courantes et le co\u00fbt pr\u00e9visionnel des travaux dans les annonces immobili\u00e8res.\u000b\u000b2. La mise en place d&rsquo;un diagnostic, d&rsquo;un plan pluriannuel et d&rsquo;un fonds de travaux, rendus obligatoires. Un diagnostic technique global r\u00e9alis\u00e9 tous les 10 ans permettra de pr\u00e9voir un \u00e9chelonnement coh\u00e9rent des travaux \u00e0 entreprendre. Le fonds de travaux, aliment\u00e9 par les copropri\u00e9taires, facilitera le financement et la prise de d\u00e9cision des travaux.\u000b\u000b3. La confiance entre copropri\u00e9taires et syndics doit \u00eatre r\u00e9tablie, notamment via la cr\u00e9ation obligatoire d&rsquo;un compte s\u00e9par\u00e9 dans chaque copropri\u00e9t\u00e9, ou \u00e0 d\u00e9faut l&rsquo;instauration de sous- comptes dans le compte unique. Ce compte bancaire est un puissant moyen de pr\u00e9vention des impay\u00e9s qui offre une plus grande transparence.\u000b\u000bCette loi devra permettre \u00e9galement, la mise en place de dispositifs sp\u00e9cifiques dans les copropri\u00e9t\u00e9s dites \u00ab en coma d\u00e9pass\u00e9 \u00bb : Dominique Braye souhaite notamment \u00ab \u00e0 tout prix emp\u00eacher les copropri\u00e9taires ind\u00e9licats (marchands de sommeil) d&rsquo;acqu\u00e9rir de nouveaux lots dans des copropri\u00e9t\u00e9s en situation tr\u00e8s critique. \u00bb\u000b\u000bLe plan pr\u00e9voit des dispositifs op\u00e9rationnels partenariaux de pr\u00e9vention et de traitement des copropri\u00e9t\u00e9s en difficult\u00e9, la cr\u00e9ation d&rsquo;un p\u00f4le de connaissance et d&rsquo;expertise, ainsi que la mise en place d&rsquo;une instance nationale partenariale de suivi, impliquant activement les
