{"id":71782,"date":"2012-05-15T00:00:00","date_gmt":"2012-05-14T22:00:00","guid":{"rendered":"http:\/\/b.bati-journal.com\/la-crise-du-logement-saggrave\/71782"},"modified":"2019-07-15T12:05:26","modified_gmt":"2019-07-15T10:05:26","slug":"la-crise-du-logement-saggrave","status":"publish","type":"post","link":"https:\/\/batijournal.com\/index.php\/la-crise-du-logement-saggrave\/71782\/","title":{"rendered":"La crise du logement s&rsquo;aggrave"},"content":{"rendered":"<p><b>La F\u00e9d\u00e9ration des promoteurs immobiliers et l&rsquo;Union des maisons fran\u00e7aises font \u00e9tat, dans un communiqu\u00e9 commun, de la mauvaise situation du logement en 2011 et de ses perspectives d&rsquo;avenir.<\/b>\u000b\u000b<i>\u00ab\u00a0L&rsquo;analyse du march\u00e9 du logement neuf, qui constitue un indicateur avanc\u00e9 de la situation prochaine du logement en France, permet de pr\u00e9dire une aggravation de la crise du logement, y compris social, et une d\u00e9t\u00e9rioration de l&rsquo;activit\u00e9 \u00e9conomique li\u00e9e au b\u00e2timent\u00a0\u00bb.<b>\u00a0<\/b><\/i>Tels sont<b>\u00a0<\/b>les propos de Marc Pigeon, pr\u00e9sident de la F\u00e9d\u00e9ration des promoteurs immobiliers (FPI).\u000b\u000b<b>Une baisse g\u00e9n\u00e9rale<\/b>\u000b\u000bDans la continuit\u00e9 de l&rsquo;ann\u00e9e 2011, les ventes de logements collectifs au cours du premier trimestre 2012 (12 757 logements) sont en baisse de 25 % par rapport au premier trimestre 2011, et de 39 % par rapport au premier trimestre 2010. Cette baisse est g\u00e9n\u00e9rale et commune \u00e0 tous les march\u00e9s\u00a0; elle est cependant plus marqu\u00e9e dans les march\u00e9s peu tendus (zones B2) que dans les zones tendues. Selon la FPI et l&rsquo;UMF, l&rsquo;aggravation de la baisse des ventes est due\u00a0\u00e0 la r\u00e9duction\u00a0\u00a0drastique des dispositifs de soutien tant \u00e0 l&rsquo;investissement locatif qu&rsquo;\u00e0 l&rsquo;accession \u00e0 la propri\u00e9t\u00e9\u00a0(dispositif Scellier notamment). Autre raison invoqu\u00e9e\u00a0: le durcissement des conditions d&rsquo;octroi de cr\u00e9dits par les banques depuis l&rsquo;\u00e9t\u00e9\u00a0\u00a02011.\u000b\u000bCette tendance \u00e0 la baisse se manifeste \u00e9galement, quoique de fa\u00e7on moins marqu\u00e9e,\u00a0\u00a0pour les ventes de maisons individuelles\u00a0; elles enregistrent une baisse de \u00a017 % au cours du premier trimestre 2012 (31\u00a0834 ventes) par rapport au premier trimestre 2011 et de 32 % par rapport au premier trimestre 2010. La baisse se manifeste dans toutes les zones g\u00e9ographiques, m\u00eame si elle est particuli\u00e8rement marqu\u00e9e dans l&rsquo;Ouest et en Languedoc-Roussillon.<i>\u00a0<\/i>L\u00e0 encore, le durcissement des conditions d&rsquo;octroi de cr\u00e9dit par les banques et la faiblesse de l&rsquo;accession \u00e0 la propri\u00e9t\u00e9, en raison notamment de la reconfiguration du pr\u00eat \u00e0 taux z\u00e9ro qui p\u00e9nalise les revenus modestes (PTZ), joueraient un r\u00f4le essentiel dans la baisse des ventes.<i><\/i>\u000b\u000b<b>Des perspectives\u00a0incertaines<\/b>\u000b\u000bS&rsquo;agissant des logements collectifs, les \u00e9volutions constat\u00e9es depuis le d\u00e9but de l&rsquo;ann\u00e9e font craindre, \u00e0 environnement inchang\u00e9, un volume de ventes compris entre 75\u00a0000 et 80\u00a0000 logements en 2012, soit un niveau \u00e9quivalent \u00e0 celui de l&rsquo;ann\u00e9e 2008 qui avait d\u00e9clench\u00e9 le plan de relance. De m\u00eame, les deux syndicats redoutent que de nombreux programmes, dont les permis de construire sont pourtant obtenus, ne voient pas le jour\u00a0; l&rsquo;\u00e9volution d\u00e9favorable des mises en vente au premier trimestre (- 21 %) constitue un signe non \u00e9quivoque.\u000b\u000bDe plus et surtout, la fourchette de 75 \u00e0 80\u00a0000 logements vendus repose sur une hypoth\u00e8se forte de conditions de march\u00e9 et, en particulier, le maintien des dispositions en faveur de l&rsquo;investissement locatif jusqu&rsquo;en fin 2012 et des conditions de cr\u00e9dit actuelles.\u00a0<i>\u00ab\u00a0Une d\u00e9cision politique h\u00e2tive r\u00e9duirait encore cette fourchette, pourtant historiquement basse,\u00a0\u00bb\u00a0<\/i>d\u00e9clare-t-on au FPI et \u00e0 l&rsquo;UMF.<i>\u00a0<\/i>Selon ces instances, une rar\u00e9faction du cr\u00e9dit, voire une forte hausse des taux suite \u00e0 des tensions sur les march\u00e9s obligataires, ach\u00e8verait d&rsquo;aggraver la crise du logement, de conduire \u00e0 la suppression de dizaines de milliers d&#8217;emplois dans le b\u00e2timent et de d\u00e9primer l&rsquo;activit\u00e9 \u00e9conomique dans son ensemble.\u000b\u000bS&rsquo;agissant des maisons individuelles, l&rsquo;ann\u00e9e 2012 s&rsquo;annonce particuli\u00e8rement difficile avec un volume de ventes de 120 \u00e0 130\u00a0000 maisons, encore en dessous du niveau atteint lors de la crise 2008\/2009. L&rsquo;inqui\u00e9tude de l&rsquo;Union des maisons fran\u00e7aises est issue d&rsquo;une analyse qui montre que la crise actuelle a des racines plus structurelles avec une r\u00e9elle difficult\u00e9 de solvabilit\u00e9 des acc\u00e9dants modestes.\u000b\u000bLa FPI et l&rsquo;UMF, qui repr\u00e9sentent 70 % de la construction neuve de logements et 57 milliards de chiffres d&rsquo;affaires, rappellent qu&rsquo;avec l&rsquo;ensemble des acteurs de la construction de logements et la Fondation Abb\u00e9 Pierre, elles ont pr\u00e9sent\u00e9 le 5 avril dernier, une analyse et des propositions communes, et appel\u00e9 \u00e0 des Assises du Logement avec le prochain gouvernement pour apporter une solution globale \u00e0 la crise du logement.
