Ainsi, la baisse des prix dans le r\u00e9sidentiel ancien et les fortes disparit\u00e9s entre territoires devraient se poursuivre. Le maintien de co\u00fbts significatifs de construction et du foncier alimente des prix dans le neuf \u00e0 des niveaux \u00e9lev\u00e9s alors que le volume de construction est au plus bas. \u00bb.\u000b\u000b2013, le d\u00e9but d&rsquo;une mutation des march\u00e9s immobiliers ?\u000b\u000bEn 2013, la baisse des permis de construire s&rsquo;est acc\u00e9l\u00e9r\u00e9e (-12,6 %) conduisant \u00e0 un niveau historiquement faible de la construction de logements neufs r\u00e9sidentiels :\u000b\u000b- avec un volume de 332.000 logements, la baisse atteint pr\u00e8s de 30 % en six ans (2007 \/ 2013) ; hors locatif social, cette baisse est de plus de 40 % ;\u000b- les ventes de maisons individuelles ont chut\u00e9 de 19 % sur la seule ann\u00e9e 2013 ;\u000b- les prix dans le neuf r\u00e9sistent n\u00e9anmoins (+0,9 % pour les appartements ; +4,7 % pour les maisons) du fait de prix du foncier et de co\u00fbts de construction qui restent \u00e9lev\u00e9s.\u000b\u000bAvec 723.000 transactions dans l&rsquo;ancien, le march\u00e9 r\u00e9sidentiel ancien affiche en 2013 une hausse inattendue (+2,7 %), toutefois tr\u00e8s en-de\u00e7\u00e0 des niveaux d&rsquo;avant-crise (de l&rsquo;ordre de 820.000 transactions).\u000bLa baisse modeste des prix moyens (-1,5 % \u00e0 Paris ; -1,3 % en Province) s&rsquo;explique par le fait que seuls les biens pr\u00e9sentant un bon rapport qualit\u00e9 \/ prix dans les zones tendues se vendent et aliment donc les statistiques immobili\u00e8res.\u000bEn 2013, les fortes disparit\u00e9s de prix sur l&rsquo;ensemble du territoire fran\u00e7ais se sont accrues : une comparaison r\u00e9alis\u00e9e par le Cr\u00e9dit Foncier sur le prix d&rsquo;un appartement de 4-pi\u00e8ces entre diff\u00e9rentes agglom\u00e9rations montre ainsi des \u00e9carts tr\u00e8s significatifs : 729.000 euros \u00e0 Paris, de l&rsquo;ordre de 220.000 euros \u00e0 Lyon, Marseille et Bordeaux, 109.000 euros au Mans.\u000b\u000bL&rsquo;h\u00e9t\u00e9rog\u00e9n\u00e9it\u00e9 du march\u00e9 immobilier devrait s&rsquo;accentuer en 2014\u000b\u000bPour la 3\u00e8me ann\u00e9e cons\u00e9cutive, le niveau de construction de logements devrait rester tr\u00e8s bas (de l&rsquo;ordre de 330.000 logements, tr\u00e8s en-de\u00e7\u00e0 du besoin de 500.000 logements estim\u00e9 en 2006 par le Cr\u00e9dit Foncier et l&rsquo;Universit\u00e9 Paris-Dauphine) avec des prix toujours \u00e9lev\u00e9s.\u000bA l&rsquo;inverse, la correction des prix des logements anciens va se poursuivre, tout comme l&rsquo;accroissement des disparit\u00e9s selon l&#8217;emplacement et la qualit\u00e9 des biens.\u000b\u000bL&rsquo;\u00e9volution observ\u00e9e en 2013 du march\u00e9 du cr\u00e9dit immobilier (+11 % du volume des cr\u00e9dits engag\u00e9s avec 133 milliards d&rsquo;euros) est en r\u00e9alit\u00e9 une hausse en trompe l&rsquo;oeil du fait de l&rsquo;importance inhabituelle des rachats de cr\u00e9ances et des cr\u00e9dits travaux en 2013.
