Le sc\u00e9nario n\u00e9gaWatt introduit un programme de r\u00e9novation massive qui d\u00e9marre au plus t\u00f4t et monte progressivement en volume, selon un rythme volontariste mais r\u00e9aliste vis-\u00e0-vis des d\u00e9lais incompressibles pour permettre \u00e0 la profession et aux industriels du b\u00e2timent de se former et de mettre en place les fili\u00e8res, et aux pouvoirs publics d&rsquo;organiser les conditions r\u00e9glementaires et financi\u00e8res de mise en \u0153uvre des op\u00e9rations. L&rsquo;objectif fix\u00e9 est d&rsquo;atteindre avant 2025 un rythme proche de 750 000 logements r\u00e9nov\u00e9s par an, rythme n\u00e9cessaire pour accomplir une r\u00e9novation de l&rsquo;ensemble du parc \u00e0 l&rsquo;horizon 2050.\u000bLe programme de r\u00e9novation est organis\u00e9 par phases pour assurer au bout du compte un traitement homog\u00e8ne de l&rsquo;ensemble du parc tout en traitant par ordre de priorit\u00e9 les logements les plus anciens. La m\u00eame d\u00e9marche est adopt\u00e9e pour les maisons individuelles et pour les logements collectifs. Ainsi, le parc est d\u00e9coup\u00e9 en tranches d&rsquo;\u00e2ges correspondant \u00e0 diff\u00e9rents niveaux de performance thermique moyens. On distingue d&rsquo;abord le parc ancien, qui regroupe l&rsquo;ensemble des logements construits avant l&rsquo;introduction de la premi\u00e8re r\u00e9glementation thermique sur les b\u00e2timents, en 1975, suite au choc p\u00e9trolier de 1973. Les b\u00e2timents construits apr\u00e8s 1975 sont ensuite rang\u00e9s par \u00e2ge en fonction des \u00e9volutions successives de cette r\u00e9glementation thermique pour le neuf : logements construits de 1975 \u00e0 1981, de 1982 \u00e0 1988 puis de 1989 \u00e0 2010. On distingue \u00e9galement, parmi les b\u00e2timents d&rsquo;avant 1975, la fraction qui a d\u00e9j\u00e0 subi une r\u00e9novation thermique avant 2010.\u000bCes diff\u00e9rentes cat\u00e9gories sont trait\u00e9es successivement en donnant priorit\u00e9 aux cat\u00e9gories les plus anciennes, qui sont les moins performantes. La mod\u00e9lisation repose, pour repr\u00e9senter les enjeux aussi clairement que possible, sur une hypoth\u00e8se de gestion par tranches de la r\u00e9novation. Ainsi, les r\u00e9novations thermiques sur le parc de 14,8 millions de logements construits avant 1975 et jamais r\u00e9nov\u00e9s commencent en 2012-2013 et montent en puissance pour atteindre un rythme de croisi\u00e8re proche de 470 000 op\u00e9rations par an, dont un peu plus de moiti\u00e9 sur les maisons individuelles.\u000bLe rythme de r\u00e9novation de cette tranche ne ralentit que dans les ann\u00e9es 2040, lorsque l&rsquo;essentiel de ce parc est trait\u00e9 et que ne demeure qu&rsquo;une fraction r\u00e9siduelle jug\u00e9e impropre \u00e0 la r\u00e9novation. On consid\u00e8re en effet qu&rsquo;une partie des logements, toutes cat\u00e9gories confondues, ne pourra pas \u00eatre r\u00e9nov\u00e9e du fait de difficult\u00e9s diverses (d&rsquo;ordre technique, juridique, architectural, etc.). Le sc\u00e9nario maintient pour cela, \u00e0 titre conservateur, une fraction de 10 % du parc ancien hors r\u00e9novation. C&rsquo;est \u00e9galement dans la derni\u00e8re d\u00e9cennie qu&rsquo;est r\u00e9alis\u00e9e la r\u00e9novation de la quasi-totalit\u00e9 des 2 millions de logements construits avant 1975 et d\u00e9j\u00e0 r\u00e9nov\u00e9s une premi\u00e8re fois avant 2010.\u000b\u00fb partir de 2020 environ, le programme de r\u00e9novation est progressivement \u00e9tendu aux logements construits entre 1975 et 1981, enti\u00e8rement trait\u00e9s sur une p\u00e9riode d&rsquo;une dizaine d&rsquo;ann\u00e9es, puis aux logements construits entre 1982 et 1988 autour de 2030 et enfin aux logements construits apr\u00e8s 1989 apr\u00e8s 2035, avec la m\u00eame logique. La moiti\u00e9 enfin des logements existants en 2010 construits apr\u00e8s 1989 est r\u00e9nov\u00e9e \u00e0 terme. Au total, le nombre d&rsquo;op\u00e9rations de r\u00e9novation par an conna\u00eet dans les maisons individuelles comme dans les logements collectifs une progression r\u00e9guli\u00e8re dans les dix
