Ce travail souligne en particulier la double dimension de l&rsquo;action \u00e0 engager : le renforcement de la pr\u00e9vention et la mise en place de mesures exceptionnelles permettant la prise en charge des copropri\u00e9t\u00e9s les plus d\u00e9grad\u00e9es. En effet, le ph\u00e9nom\u00e8ne des copropri\u00e9t\u00e9s en difficult\u00e9, en particulier les copropri\u00e9t\u00e9s tr\u00e8s d\u00e9grad\u00e9es, prend de l&rsquo;ampleur. Un million de logements seraient concern\u00e9s, soit 15 % du parc immobilier. La prise en charge sp\u00e9cifique de ces copropri\u00e9t\u00e9s en difficult\u00e9 repr\u00e9sente une pr\u00e9occupation essentielle de la politique de la ville, comme des politiques de l&rsquo;habitat, en raison des cons\u00e9quences sociales pour les locataires comme pour les propri\u00e9taires occupants.
