De nombreux habitants ne sont pas en mesure de payer leurs charges, ni les travaux d\u2019entretien et de r\u00e9paration, qu\u2019ils soient li\u00e9s \u00e0 l\u2019\u00e9tat du b\u00e2ti ou aux enjeux de ma\u00eetrise des d\u00e9penses \u00e9nerg\u00e9tiques. <\/strong><\/p>\n<p>Les collectivit\u00e9s territoriales qui portent les politiques locales de l\u2019habitat sont de plus en plus conscientes qu\u2019une partie du parc priv\u00e9 en copropri\u00e9t\u00e9 de leurs territoires se d\u00e9grade ou risque de se d\u00e9grader. Beaucoup s\u2019investissent aujourd\u2019hui pour intervenir, mais sont confront\u00e9es \u00e0 plusieurs difficult\u00e9s: bien rep\u00e9rer les fragilit\u00e9s au-del\u00e0 de l\u2019\u00e9tat du b\u00e2ti, construire un partenariat efficace avec des acteurs priv\u00e9s, co-financer des travaux, inscrire ces projets dans des projets plus larges d\u2019am\u00e9nagement urbain. Il existe des outils et la loi ALUR comporte de nombreuses mesures pour pr\u00e9venir et traiter le ph\u00e9nom\u00e8ne des copropri\u00e9t\u00e9s d\u00e9grad\u00e9es. Pour les compl\u00e9ter, le gouvernement et l\u2019Anah ont \u00e9labor\u00e9 un Plan triennal de mobilisation pour mieux conna\u00eetre le ph\u00e9nom\u00e8ne de d\u00e9gradation des copropri\u00e9t\u00e9s au niveau national et local, pour pouvoir ainsi mieux d\u00e9finir et cibler les actions de pr\u00e9vention et de redressement. Il comprend un plan d\u2019aide \u00e0 la d\u00e9cision et \u00e0 l\u2019action, pour permettre \u00e0 toutes les collectivit\u00e9s, quelle que soit la taille de leur territoire, de rep\u00e9rer le plus t\u00f4t possible les copropri\u00e9t\u00e9s fragiles et en difficult\u00e9s et d\u2019aider, chaque fois que cela est possible, \u00e0 leur redressement, dans un objectif d\u2019am\u00e9lioration de la performance \u00e9nerg\u00e9tique. Un plan d\u2019impulsion doit \u00e9galement permettre de renforcer les partenariats nationaux et locaux, d\u00e9velopper un r\u00e9seau d\u2019expertise de proximit\u00e9, et engager la mise en \u0153uvre des nouveaux dispositifs.
