Chaque ann\u00e9e plus de 40 milliards d\u2019euros sont consacr\u00e9s \u00e0 la politique publique du logement pour notamment atteindre un objectif de 500 000 logements par an. Mais cet objectif est dat\u00e9 selon les s\u00e9nateurs.<\/strong><\/p>\n<p>Le pilotage de la politique du logement repose depuis pr\u00e8s de dix ans, quelle que soit la majorit\u00e9 au pouvoir, sur un objectif national de construction de 500 000 logements par an. Cet objectif volontariste peut, en premi\u00e8re analyse, sembler en ad\u00e9quation avec l\u2019\u00e9tat du march\u00e9 du logement. Toutefois, la majorit\u00e9 des \u00e9conomistes rencontr\u00e9s dans le cadre du groupe de travail consid\u00e8rent que cet objectif, qui trouve son origine dans une \u00e9tude \u00e9conomique publi\u00e9e en 2007, repose sur des donn\u00e9es d\u00e9sormais dat\u00e9es. \u00c0 titre d\u2019exemple, l\u2019\u00e9tude prend pour hypoth\u00e8se un solde migratoire positif de 150 000 personnes par an, alors que les pr\u00e9visions de l\u2019Insee le situent d\u00e9sormais autour de 50 000. M\u00eame si les \u00e9v\u00e8nements actuels pourraient conduire \u00e0 un chiffre plus prudent, il reste une marge \u00e9lev\u00e9e. D\u2019apr\u00e8s des \u00e9valuations concordantes, les besoins de construction seraient d\u00e9sormais compris entre 330 000 et 370 000 logements par an.<\/p>\n<p>Plus fondamentalement, le groupe de travail consid\u00e8re que c\u2019est l\u2019id\u00e9e m\u00eame qu\u2019il est possible de fixer un objectif unique au niveau national qui doit certainement \u00eatre remise en cause. En effet, on observe des disparit\u00e9s importantes au sein des territoires en mati\u00e8re de prix, de volume et d\u2019occupation, qui t\u00e9moignent de la coexistence de zones tendues o\u00f9 les besoins de construction sont \u00e9lev\u00e9s et de zones d\u00e9tendues, voire en situation de suroffre. La n\u00e9cessit\u00e9 de raisonner au niveau local est d\u2019autant plus criante que les zones o\u00f9 l\u2019on a le plus construit au cours de la p\u00e9riode r\u00e9cente sont loin d\u2019\u00eatre les plus tendues. Par exemple, 2,6 logements neufs pour 1 000 habitants ont \u00e9t\u00e9 construits chaque ann\u00e9e entre 1998 et 2009 en \u00cele-de-France, 4,3 en Provence-Alpes- C\u00f4te d\u2019Azur (PACA) contre 5,7 en Poitou-Charentes et 6,9 en Bretagne.
