Globalement, l\u2019ann\u00e9e 2015 aura \u00e9t\u00e9 celle du retour des m\u00e9nages investisseurs vers la pierre (+43,8%), alors que l\u2019accession aura l\u00e9g\u00e8rement recul\u00e9. L\u2019offre nouvelle de logements (+6,3% \u00e0 96 715 logements) ne se d\u00e9veloppe pas au rythme de la demande. Pour les professionnels, le march\u00e9 demeure fragile : les difficult\u00e9s, qui p\u00e8sent sur les d\u00e9lais de r\u00e9alisation restent nombreuses et la reprise de l\u2019accession n\u2019est pas encore au rendez\u2010vous.<\/strong><\/p>\n<p>L\u2019attrait des investisseurs pour la pierre se confirme avec des ventes trimestrielles comprises entre 11 000 et 14 000 (contre 6 000 \u00e0 8 000 ventes trimestrielles avant le lancement du Pinel). Ces chiffres montrent que le dispositif actuel r\u00e9pond aux attentes. En cons\u00e9quence, il est imp\u00e9ratif que le dispositif Pinel, qui se termine au 31 d\u00e9cembre 2016, soit p\u00e9rennis\u00e9 d\u2019autant qu\u2019il permet \u00e0 des m\u00e9nages \u00e0 revenus interm\u00e9diaires de louer des appartements \u00e0 20% en dessous des prix du march\u00e9. Il en va de m\u00eame pour le Censi\u2010Bouvard pour les r\u00e9sidences avec services, qui r\u00e9pondent aux besoins des \u00e9tudiants et des personnes \u00e2g\u00e9es. Ces dispositifs doivent b\u00e9n\u00e9ficier de visibilit\u00e9, si l\u2019on veut que de nouvelles op\u00e9rations soient lanc\u00e9es dans la deuxi\u00e8me partie de 2016.<\/p>\n<p>La relance de l\u2019accession doit enfin devenir une priorit\u00e9 : Le nouveau PTZ au 1er janvier 2016 devrait permettre de r\u00e9pondre \u00e0 l\u2019atonie de \u00abl\u2019accession interm\u00e9diaire \u00bb que soulignent les chiffres 2015, en renfor\u00e7ant la solvabilit\u00e9 de beaucoup de m\u00e9nages et r\u00e9pondent en bonne partie aux attentes des promoteurs de la F\u00e9d\u00e9ration et de leurs clients. N\u00e9anmoins, il reste n\u00e9cessaire de d\u00e9velopper une offre \u00ab d\u2019accession sociale \u00bb compatible avec les revenus des plus modestes, comme le font plusieurs autres pays membres de l\u2019UE en consid\u00e9rant que le niveau des revenus familiaux d\u00e9termine par exemple le taux de TVA applicable. Un taux de TVA \u00e0 5,5% permettrait aux promoteurs priv\u00e9s de produire plus de logements en accession, qui entrant ainsi dans le quota SRU, r\u00e9pondraient aux besoins des collectivit\u00e9s locales et des habitants.<\/p>\n<p>Du cot\u00e9 de l\u2019offre, le Gouvernement doit continuer \u00e0 prendre des mesures pour r\u00e9duire les difficult\u00e9s structurelles du m\u00e9tier: lib\u00e9rer des terrains constructibles \u00e0 la vente, d\u00e9livrer des autorisations de construire plus rapidement, lutter contre les recours abusifs, all\u00e9ger normes et r\u00e8glementations, stabiliser le cadre juridique et fiscal&#8230;<\/p>\n<blockquote><p>Pour la Pr\u00e9sidente de la FPI, Alexandra Fran\u00e7ois\u2010Cuxac : <em>\u00a0\u00bb Les chiffres 2015 montrent la reprise du march\u00e9. N\u00e9anmoins, ils ne doivent pas dissimuler les besoins d\u2019un march\u00e9 fragile. Il est urgent d\u2019agir dans les tout prochains mois sur les recours afin d\u2019acc\u00e9l\u00e9rer la rapidit\u00e9 de leur traitement par les tribunaux, de suspendre le sursis \u00e0 ex\u00e9cution pour faciliter la mise en \u0153uvre des PLUi et d\u2019emp\u00eacher la prolif\u00e9ration des chartes. Le PJL Egalit\u00e9 et Citoyennet\u00e9 constitue, \u00e0 cette fin, un bon v\u00e9hicule. Le projet de loi de finances rectificative du printemps doit donner un peu de visibilit\u00e9 aux investisseurs en Pinel ou en Censi\u2010Bouvard qui, \u00e0 d\u00e9faut de prolongation, se terminent \u00e0 la fin de l\u2019ann\u00e9e et de fluidifier l\u2019acc\u00e8s au foncier constructible.
