Bien que soumises \u00e0 la loi SRU depuis son adoption en 2000, Mimet, Eguilles et Plan-de-Cuques ont refus\u00e9, soit de s&rsquo;engager sur un plan d&rsquo;actions, soit accept\u00e9 mais avec une ambition tr\u00e8s insuffisante pour se rapprocher des objectifs impos\u00e9s par la loi. Depuis quinze ans, leur taux de logements sociaux ne d\u00e9passe pas 4 % pour Mimet et Eguilles, 7,5 % pour Plan-de-Cuques. La loi leur demande d&rsquo;atteindre 25 % en 2025. Depuis quinze ans, les pr\u00e9fets successifs ont d\u00fb constater la carence de ces trois communes \u00e0 chaque bilan des p\u00e9riodes triennales qui devraient normalement marquer un rattrapage des objectifs. L\u2019\u00c9tat a d\u00e9cid\u00e9 d&rsquo;utiliser tous les moyens l\u00e9gaux pour faciliter la construction de logements sociaux malgr\u00e9 leur r\u00e9ticence.
