Il repr\u00e9sente aujourd\u2019hui une part importante du co\u00fbt de l\u2019immobilier, jusqu\u2019\u00e0 45% dans certaines r\u00e9gions comme l\u2019Ile-de-France ou la r\u00e9gion Provence-Alpes-C\u00f4te d\u2019Azur. Mieux ma\u00eetriser les co\u00fbts du foncier est une condition n\u00e9cessaire \u00e0 la ma\u00eetrise des prix de l\u2019immobilier afin de faciliter la production de logements.\u00a0Ces prix sont \u00e9lev\u00e9s malgr\u00e9 un volume important de fonciers potentiellement disponibles, mais non mobilis\u00e9s : il est donc n\u00e9cessaire de mieux identifier les disponibilit\u00e9s fonci\u00e8res dans le diffus ou en renouvellement urbain, et de lutter contre les ph\u00e9nom\u00e8nes de r\u00e9tention de la part des propri\u00e9taires.<\/p>\n<p>Le rapport propose une feuille de route constitu\u00e9e d\u2019actions \u00e0 court, moyen et long termes. Au-del\u00e0 des dispositifs financiers et fiscaux, il est essentiel d&rsquo;engager des \u00e9volutions sur les modes de production et sur l&rsquo;observation des prix fonciers afin de donner de la visibilit\u00e9 aux acteurs publics et priv\u00e9s de la construction, et pour favoriser une meilleure transparence des informations fonci\u00e8res.<\/p>\n<p>La feuille de route est structur\u00e9e autour de 4 axes :<\/p>\n<ol>\n<li>Fluidifier le fonctionnement du march\u00e9 en rendant plus accessible et transparente l\u2019information sur les biens vendus et le prix des transactions ;<\/li>\n<li>Inciter les collectivit\u00e9s territoriales \u00e0 renforcer leur strat\u00e9gie fonci\u00e8re en faveur de la production de logements, notamment sociaux ;<\/li>\n<li>Renforcer l\u2019usage des outils contractuels entre les acteurs publics et priv\u00e9s dans le montage des op\u00e9rations d\u2019am\u00e9nagement ;<\/li>\n<li>Les rapports de Dominique Figeat et de Daniel Goldberg convergent vers la n\u00e9cessit\u00e9 de r\u00e9former profond\u00e9ment la fiscalit\u00e9 fonci\u00e8re. Une telle r\u00e9forme d\u2019ampleur ne peut s\u2019inscrire que dans un calendrier de long terme, et m\u00e9rite de faire l\u2019objet d\u2019expertises compl\u00e9mentaires pour en assurer
