{"id":93003,"date":"2016-06-09T08:49:19","date_gmt":"2016-06-09T06:49:19","guid":{"rendered":"http:\/\/batijournal.com\/?p=93003"},"modified":"2019-07-15T12:11:08","modified_gmt":"2019-07-15T10:11:08","slug":"trois-grands-chantiers-demmanuelle-cosse-faveur-logement-abordable-dun-habitat-durable","status":"publish","type":"post","link":"https:\/\/batijournal.com\/index.php\/trois-grands-chantiers-demmanuelle-cosse-faveur-logement-abordable-dun-habitat-durable\/93003\/","title":{"rendered":"Les trois grands chantiers d&rsquo;Emmanuelle Cosse en faveur du logement abordable et d&rsquo;un habitat durable"},"content":{"rendered":"<p><strong>Emmanuelle Cosse, ministre du logement, a annonc\u00e9 la mise en \u0153uvre de trois grands chantiers en faveur du logement abordable et un habitat durable : la mobilisation des logements vacants pour loger les m\u00e9nages modestes, acc\u00e9l\u00e9rer la r\u00e9novation \u00e9nerg\u00e9tique des logements, ainsi qu\u2019assurer le lancement d\u2019une nouvelle g\u00e9n\u00e9ration d\u2019EcoQuartiers.<\/strong><\/p>\n<h2>Mobiliser les logements vacants pour loger les m\u00e9nages modestes<\/h2>\n<p>Avec 100 000 logements vacants imm\u00e9diatement mobilisables en zones tendues, une remise sur le march\u00e9 de ces logements est un moyen rapide et efficace d\u2019apporter des solutions aux m\u00e9nages \u00e9prouvant des difficult\u00e9s \u00e0 trouver un logement \u00e0 loyer abordable dans le parc priv\u00e9. L\u2019objectif en 3 ans : mobiliser plus de 50 000 logements vacants pour loger des m\u00e9nages modestes. Les propri\u00e9taires qui souhaitent participer \u00e0 cette mobilisation pourront b\u00e9n\u00e9ficier d\u2019un conventionnement nouveau avec l\u2019Anah et les collectivit\u00e9s locales. En retour ils acceptent de proposer leur logement avec un loyer inf\u00e9rieur \u00e0 celui du march\u00e9, qui b\u00e9n\u00e9ficiera en priorit\u00e9 aux m\u00e9nages modestes. Les propri\u00e9taires pourront \u00e9galement avoir recours aux dispositifs d\u2019interm\u00e9diation locative pour faciliter la remise sur le march\u00e9 de leur logement.<\/p>\n<h2>Acc\u00e9l\u00e9rer la r\u00e9novation \u00e9nerg\u00e9tique des b\u00e2timents<\/h2>\n<p>L\u2019action men\u00e9e par la ministre pour la r\u00e9novation \u00e9nerg\u00e9tique des logements s\u2019est traduite par l\u2019augmentation de 40 % des objectifs du programme \u00ab Habiter Mieux \u00bb au service des plus modestes. Cette ann\u00e9e, 70 000 logements seront r\u00e9nov\u00e9s ; ce sera 100 000 en 2017.<br \/>\nLa loi de transition \u00e9nerg\u00e9tique pour la croissance verte a fix\u00e9 un objectif de r\u00e9novation de 500 000 logements par an d\u2019ici 2017. Pour l\u2019atteindre, Emmanuelle Cosse souhaite engager les collectivit\u00e9s dans la mise en place de \u00ab plateformes de la r\u00e9novation \u00e9nerg\u00e9tique \u00bb. Elles permettront de mettre en relation des particuliers qui souhaitent s\u2019engager dans des travaux de r\u00e9novation et des professionnels. En parall\u00e8le, seront d\u00e9velopp\u00e9 en partenariat avec les r\u00e9gions, une mission sur le d\u00e9ploiement dans les territoires d\u2019un service public de l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique.<\/p>\n<h2>D\u00e9velopper une nouvelle g\u00e9n\u00e9ration d\u2019EcoQuartiers<\/h2>\n<p>Emmanuelle Cosse souhaite lancer une nouvelle g\u00e9n\u00e9ration d\u2019EcoQuartiers qui int\u00e8grent de nouvelles dimensions : bien-\u00eatre, nature en ville, sant\u00e9, \u00e9co-mat\u00e9riaux&#8230; Elle a confi\u00e9 une mission \u00e0 Alain Jund, adjoint au maire de Strasbourg en charge de l\u2019urbanisme et de la transition \u00e9nerg\u00e9tique, pour participer \u00e0 cette r\u00e9flexion en prenant en compte les besoins des habitants pour leur permettre de participer \u00e0 l\u2019\u00e9laboration de leur cadre de vie.
