Cette \u00e9volution s\u2019inscrit dans la continuit\u00e9 du 1er semestre durant lequel les ventes avaient progress\u00e9 de +22,7%. Tous les segments de march\u00e9 contribuent \u00e0 cette dynamique des ventes : ventes au d\u00e9tail (+27,6%, soit 5 531 de plus qu\u2019au T3 2015), ventes en bloc \u00e0 4 997 unit\u00e9s (+13,8%) et ventes en r\u00e9sidences services \u00e0 1 250 unit\u00e9s (+25,0%).<\/p>\n<h2>L&rsquo;importance de la visibilit\u00e9 \u00e0 long terme<\/h2>\n<p>L\u2019activit\u00e9 commerciale est toujours port\u00e9e tant par les ventes aux m\u00e9nages investisseurs (+27,2%) que par les ventes \u00e0 propri\u00e9taires occupants (+28,1%) : l\u2019investissement locatif et l\u2019accession tirent simultan\u00e9ment la croissance du march\u00e9. Dans un contexte favorable (faiblesse des taux d\u2019int\u00e9r\u00eat et soutiens de l\u2019Etat), l\u2019annonce du maintien du PTZ et des aides \u00e0 l\u2019investissement locatif pour 2017 d\u00e8s le mois d\u2019avril 2016 a donn\u00e9 au march\u00e9 une visibilit\u00e9 suffisante pour \u00e9viter tout effet de \u00ab stop and go \u00bb \u00e0 court terme. Ces d\u00e9cisions sont de nature \u00e0 entretenir la confiance des m\u00e9nages, \u00e0 contenir l\u2019attentisme des ann\u00e9es \u00e9lectorales et, in fine, \u00e0 conforter les ventes en 2017. Pour les professionnels, cela assainit les perspectives des mois \u00e0 venir, avec une demande qui ne devrait pas conna\u00eetre de chute brutale au premier trimestre. Cette situation confirme que la politique du logement a d\u2019abord besoin de visibilit\u00e9 et de stabilit\u00e9 et la FPI continuera de porter cette revendication aupr\u00e8s des d\u00e9cideurs publics.<\/p>\n<h2>Des contraintes qui p\u00e8sent sur l&rsquo;offre<\/h2>\n<p>Le succ\u00e8s du march\u00e9 du neuf t\u00e9moigne de la capacit\u00e9 des promoteurs \u00e0 r\u00e9pondre aux attentes des m\u00e9nages en termes de qualit\u00e9 du b\u00e2ti, de localisation, d\u2019insertion dans la ville ou de performance environnementale. Toutefois, le rythme des lancements commerciaux, ne suffit pas \u00e0 r\u00e9duire la pression sur l\u2019offre commerciale. Celle\u2010ci, qu\u2019il s\u2019agisse de logements en projet, en cours de construction ou livr\u00e9s, repr\u00e9sente 10,1 mois de commercialisation \u00e0 fin septembre. Cette moyenne nationale masque une situation de tension particuli\u00e8re dans plusieurs grandes agglom\u00e9rations, ou le stock peut descendre jusqu\u2019\u00e0 7 mois. La FPI s\u2019inqui\u00e8te des r\u00e9sultats de cet indicateur, tr\u00e8s suivi des professionnels, qui r\u00e9v\u00e8le des tensions sur un march\u00e9 o\u00f9 le rythme des lancements de nouveaux projets est insuffisant pour contenter la demande. Aucun indicateur ne r\u00e9v\u00e8le d\u2019incapacit\u00e9 de l\u2019appareil de production des entreprises de promotion \u00e0 r\u00e9pondre \u00e0 une demande en croissance. Les raisons de la tension sur l\u2019offre sont donc \u00e0 rechercher dans la raret\u00e9 du foncier, la complexit\u00e9 r\u00e9glementaire croissante des op\u00e9rations d\u2019am\u00e9nagement et de construction et l\u2019usage abusif des recours contre les permis de construire, qui conduisent \u00e0 ce qu\u2019une op\u00e9ration de construction puisse difficilement s\u2019achever avant un d\u00e9lai de quatre ans.
