{"id":96875,"date":"2017-09-21T09:02:25","date_gmt":"2017-09-21T07:02:25","guid":{"rendered":"http:\/\/batijournal.com\/?p=96875"},"modified":"2019-07-15T12:08:43","modified_gmt":"2019-07-15T10:08:43","slug":"plan-logement-de-bons-mauvais-points-ffb","status":"publish","type":"post","link":"https:\/\/batijournal.com\/index.php\/plan-logement-de-bons-mauvais-points-ffb\/96875\/","title":{"rendered":"Plan logement : de bons et mauvais points pour la FFB"},"content":{"rendered":"<p>La FFB s&rsquo;est f\u00e9licit\u00e9, pour l\u2019essentiel, des annonces des ministres Jacques M\u00e9zard et Julien Denormandie, tout en d\u00e9plorant que la question primordiale du bon phasage des mesures ait \u00e9t\u00e9, pour partie, ignor\u00e9e.<\/p>\n<p>D\u2019une part, la FFB se r\u00e9jouit de l\u2019engagement de maintenir sur quatre ans les dispositifs PINEL et PTZ en zones dites \u00ab\u00a0tendues\u00a0\u00bb, l\u00e0 o\u00f9 les besoins sont \u00e9vidents.\u00a0D\u2019autre part, les mesures structurelles, consubstantielles \u00e0 la cr\u00e9ation d\u2019un choc d\u2019offre, r\u00e9pondent aux v\u0153ux exprim\u00e9s de longue date par l\u2019ensemble de la profession :\u00a0l\u2019inversion de la fiscalit\u00e9 immobili\u00e8re,\u00a0la lib\u00e9ration des terrains publics,\u00a0l\u2019int\u00e9ressement financier des communes \u00e0 la construction,\u00a0le nouveau renforcement de la lutte contre les recours abusifs, \u00a0la volont\u00e9 d\u2019ancrer durablement la simplification des normes, l\u2019appui \u00e0 la maquette num\u00e9rique et\u00a0la simplification des proc\u00e9dures pour les HLM et la mise en place d\u2019un dispositif favorisant la vente aux locataires.<\/p>\n<p>Ces \u00e9l\u00e9ments constituent les bases d\u2019un nouveau cadre tr\u00e8s positif. Toutefois leurs effets ne se feront sentir qu\u2019\u00e0 moyen terme. Or, dans l\u2019imm\u00e9diat, alors que le march\u00e9 est en train de se retourner, la brutale disparition du PTZ en zone C et du PINEL en zone B2, constitue un signal tr\u00e8s n\u00e9gatif. Il ne pourra que contribuer \u00e0 accentuer la fracture territoriale, pourtant au c\u0153ur des pr\u00e9occupations gouvernementales, alors que, l\u00e0 aussi, les besoins existent. Ceci est d\u2019autant plus regrettable que le gouvernement annonce dans le m\u00eame temps\u00a0:\u00a0une p\u00e9riode transitoire d\u2019un an pour le PTZ en zone B2. Cette m\u00e9thode aurait d\u00fb \u00eatre retenue pour la zone C, avec une dur\u00e9e cal\u00e9e sur la concr\u00e9tisation du choc d\u2019offre.
